Yeah. You're allowed to discuss stuff in General Discussion, but you're allowed to actually be friendly ( ) in the Friendly Chat forum, while the best you can be is neutral ( ) in the General Discussion Thread. Thus the motivation to get to Phase 4 instead of staying in Phase 2.

I.E. ideally you want to chatting nicely instead of neutrally.
