I have the first password, and have tried it on basically everything, but it won't work.

You need to put it into the forum that requires Phase 2 access. Basically, the access system works like this: for a forum that requires Phase X access, get to Phase X and you should be able to access it.

How do I tell which password is for which then?

For Phase 1, get to the forum that needs Phase 2 access. For Phase 2, get to Phase 3 access, and so on like that. You get used to it.
